149. Police to prevent cognizable offences. Every police officer may interpose for the purpose of preventing, and shall, to the best of his ability, prevent, the commission of any cognizable offence.

This section defines a fundamental duty and power of every police officer in India. It states that a police officer has the authority to step in (interpose) to stop a crime from happening, and they also have a duty to do their best to prevent the commission of any 'cognizable offence'.
What is a cognizable offence? A cognizable offence is a serious crime where the police can arrest a person without a warrant from a magistrate. Examples include murder, rape, theft, and kidnapping. This section empowers the police to act proactively to stop such serious crimes before they occur.
For this section to apply, the police officer must act to prevent a cognizable offence. The power to 'interpose' is not unlimited. Courts have held that this power is a general duty and does not by itself give the police sweeping powers to arrest or restrict citizens' rights without following proper procedures . Other specific laws (like Section 169 for dispersal of unlawful assembly or Section 171 for preventive arrest) provide the specific powers for those actions .
