In Simple Words (English)
This section gives the District Magistrate the power to ban people from carrying weapons in a procession or taking part in any mass drill or training with weapons in a public place. This is done to keep public peace, safety, and order.
The District Magistrate can issue a public notice or a specific order. It can be directed at a particular person, or to people belonging to a specific community, political party, or organisation. The word "arms" here means weapons as defined in the Indian Penal Code.
This order can last for up to three months. If the State Government feels it is still necessary to maintain peace and safety, it can extend the order for another six months by issuing a notification. The State Government can also give this power to extend the order to the District Magistrate.
This section is a preventive measure. It does not contain its own punishment. If someone disobeys the order and carries arms in a procession or participates in a banned drill, they can be punished under other laws, such as Section 188 of the Indian Penal Code (disobeying a public servant's order).
