The person against whom such order is made shall— (a) perform, within the time and in the manner specified in the order, the act directed thereby; or (b) appear in accordance with such order and show cause against the same; and such appearance or hearing may be permitted through audio-video conferencing.

What is this section about?
This section tells the person who receives a conditional order under Section 152 (BNSS) / 133 (CrPC) what their options are. They have two choices: either comply with the order (remove the nuisance, fix the building, etc.) within the time specified, or appear in court and show cause (give reasons) why the order should not be made final. The person cannot simply ignore the order.
What does "show cause" mean?
"Show cause" means to give reasons. The person must come to court and explain why the order should not be enforced. They might argue that they are not responsible, that the order is unreasonable, that the situation has already been fixed, or any other valid reason. The magistrate will then hear their arguments and decide whether to make the order absolute (final) or to modify or cancel it.
What are the consequences of not doing either?
If the person does not comply with the order and does not appear in court to show cause, they can be penalized. Under Section 155 (BNSS) / 136 (CrPC), if the person fails to perform the act or appear and show cause, they will be liable to the penalty specified in Section 223 of the BNS (which corresponds to Section 188 of the IPC) for disobedience to an order lawfully promulgated by a public servant. This can include imprisonment, fine, or both.
What is new in the BNSS regarding this section?
The new BNSS Section 154 adds a significant modernizing feature. It says that the appearance or hearing may be permitted through audio-video conferencing. This means the person does not necessarily have to physically come to court to show cause. They can appear via video call, saving time and travel costs. What is the difference between old and new law?

Example 2: A magistrate in Delhi issues a conditional order to Sanjay to repair a dangerous building within 15 days. Sanjay does not repair the building. Instead, he appears in court on the specified date and argues that the building is not dangerous. He is showing cause under Section 135(b).
Example 3: A magistrate in Mumbai issues a conditional order to Priya to fence an unfenced well. Priya does not comply and does not appear in court. She is liable to be punished under Section 155/136 for disobedience.
Example 4: A magistrate in Bengaluru issues a conditional order to Vikas to stop a harmful trade. Vikas appears in court via audio-video conferencing under the new BNSS Section 154. He shows cause that his trade is not harmful. The magistrate hears him and decides the matter.
Example 5: A magistrate in Patna issues a conditional order to Gopal to remove a nuisance. Gopal removes the nuisance but does it after the specified time. He has not fully complied. He may need to show cause for the delay or face consequences.
Example 6: A magistrate in Jaipur issues a conditional order to Meena to demolish a dangerous structure. Meena appears in court and shows cause that she is not the owner. The magistrate investigates and finds that Meena is indeed not the owner. The order is cancelled.
Example 7: A magistrate in Chennai issues a conditional order to Arjun to confine a dangerous animal. Arjun confines the animal and also appears in court to confirm compliance. The magistrate accepts the compliance and closes the matter.
Example 8: A magistrate in Hyderabad issues a conditional order to Sohan to remove an obstruction. Sohan ignores the order and does not appear in court. The magistrate proceeds under Section 155 and issues a warrant for Sohan's arrest for disobedience.
